"The Heantos Project" is a UN-sponsored program.
"The United Nations Development Program (UNDP) and the Government of Vietnam have signed an international scientific cooperation agreement (VIE/96/033) on "International Scientific Development of the Anti-Drug Medication HEANTOS". The United Nations Office for Project Services (UNDOPS) is the Executing Agency for this project. The coordinator for this project is Dr. Lutz Baehr of UNOPS."
"Mr. Morey, who was UNDP Resident Coordinator in Hanoi for four years, said "In my view, if this treatment did not have, at least some potential, it certainly would have been difficult to attract the involvement of the (John Hopkins) Chemical Dependency Center", he said."
